COLOCATION OF RENEWABLE FUEL PLANTS

WITH EXISTING INDUSTRIAL FACILITIES

House Bill 5752

Sponsor:  Rep. Ed Clemente

Committee:  Agriculture

Complete to 5-7-08

A SUMMARY OF HOUSE BILL 5752 AS INTRODUCED 2-14-08

The bill would amend the Michigan Strategic Fund Act to require the Michigan Strategic Fund to identify, publish, and market an inventory of prime sites for the "colocation" of renewable fuel plants with existing facilities, including, but not limited to, pulp mills, power plants, food processing plants, or other industrial facilities.

(Webster's New Collegiate Dictionary defines "collocate" to mean "to place two or more units in close proximity so as to share common facilities.")

Proposed MCL 125.2079

FISCAL IMPACT:

House Bill 5752 would have minimal fiscal impact on Michigan Economic Development Corporation (MEDC) and no fiscal impact on local units of government.  Any impact to the MEDC would be related to increased administrative costs stemming from the bill's requirement that the Michigan Strategic Fund (administered by the MEDC) develop and publish an inventory of prime sites for the colocation of renewable fuel plants with existing facilities in the state.
