A SUMMARY OF HOUSE BILL 5985 AS INTRODUCED 4-15-08
Section 2 of Michigan's Handgun Licensure law prohibits anyone from purchasing, carrying, possessing, or transporting a pistol in Michigan without first having obtained a license for it, unless an exception applies.
The bill would add an exemption to allow individuals who are not residents of Michigan to carry or use a handgun in Michigan without a Michigan license for up to 30 days so long as they are licensed in another state or are exempt from licensure in their home state. This exemption would only apply to nonresidents who are lawful residents of another state, the District of Columbia, or a U.S. territory or possession.
[The bill also exempts nonresidents who are in Michigan temporarily from Section 9, the section of the law requiring pistol safety inspections. Section 9 was repealed by Public Act 195 of 2008, effective January 7, 2009.]
FISCAL IMPACT:
The bill would have an indeterminate fiscal impact on the state and local governments.
