CONTENT
House Bill 4494 (H-1) would authorize supplemental appropriations for fiscal year (FY) 2006-07. The supplemental appropriations contained in the bill are based on recommendations submitted to the Legislature by the Office of the State Budget. House Bill 4494 (H-1) contains $8.0 million of Gross appropriations and $2.9 million of General Fund/General Purpose (GF/GP) appropriations. The bill contains line-item appropriations for the Departments of Agriculture, Labor and Economic Growth, and Natural Resources. The following is a summary of the line-item appropriations in the bill:
Agriculture: The bill would provide an additional $500,000 of Gross and GF/GP appropriations for the Bovine Tuberculosis Program to cover the costs of eliminating a contaminated private deer herd.
Labor and Economic Growth: The bill would provide $46,000 of Gross appropriations to support the National Federation of the Blind for a Michigan audio newspaper service that is run by the Michigan Commission for the Blind.
Natural Resources: The bill would provide $7.5 million of Gross appropriations and $2.4 million of GF/GP appropriations for the costs associated with the Sleeper Lake wildfire in Luce County.
The bill contains several boilerplate language sections. The following is a summary of the boilerplate language sections in the bill:
Sec. 201: Summarizes State Spending from State Resources appropriations and payments to local units of government in the bill.
Sec. 202: Subjects the appropriations in the bill to the provisions of the Management and Budget Act.
Sec. 301: Natural Resources language would increase the GF/GP appropriation for the Sleeper Lake wildfire if the $5.1 million of Federal funds appropriated for the fire do not become available.
Sec. 401: Secretary of State language would provide for the reappropriation of Federal Help America Vote Act funding currently in a multiyear work project account. This language would ensure that the funds would continue to be spent for the original purposes.
FISCAL IMPACT
The FY 2006-07 supplemental appropriations would be funded from available Federal, State Restricted, and GF/GP revenue sources.
