SUBSTITUTE FOR

HOUSE BILL NO. 5345

     A bill to make, supplement, and adjust appropriations for

various state departments and agencies and for capital outlay for

the fiscal year ending September 30, 2009; and to provide for the

expenditure of the appropriations.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

GENERAL SECTIONS

     Sec. 201. In accordance with the provisions of section 30 of

article IX of the state constitution of 1963, total state spending

from state resources in this appropriation act for the fiscal year

ending September 30, 2009 is $0 and state appropriations paid to

local units of government are $0.

     Sec. 202. The appropriations made and expenditures authorized

under this act and the departments, commissions, boards, offices,

and programs for which appropriations are made under this act are

subject to the management and budget act, 1984 PA 431, MCL 18.1101

to 18.1594.

CAPITAL OUTLAY

Sec. 301. From the funds originally appropriated in 2005 PA

297 for the Doan center project at Mid Michigan Community College

(total project cost $16,475,000; state share $8,237,500; college

share $8,237,500), the college is authorized to construct an

addition to the Doan center project for the purpose of providing a

radiography laboratory program (total project cost $2,000,000;

state share $1,000,000; college share $1,000,000). Funding for the

project shall be from the savings realized from the Doan center

project. No additional funding beyond that previously authorized is

approved.
