A SUMMARY OF HOUSE BILL 4121 AS INTRODUCED 1-27-09
The bill would require the Department of Management and Budget to develop and operate a searchable website containing certain specified information on the expenditure of state funds, including state purchases, state contracts and subcontracts, and state grants. The website would have to be accessible by the public free of charge, and be in operation by January 1, 2010.
To accomplish this, the DMB would have to issue directives requiring all state agencies to provide the department with the following information regarding the expenditure of state funds: (1) the name and principal location of the entity receiving the funds; (2) the amount of funds; (3) the type of transaction; (4) the funding agency; (5) the budget source; (6) a descriptive purpose of the funding action or expenditure; and (6) any other information required by the DMB.
"Expenditure of state funds" means the expenditure of all appropriated or nonappropriated funds by a state agency.
The bill specifies that it does not require the disclosure of information considered confidential under state or federal law.
