1. Changes. Various restricted and Federal fund source adjustments were made to the bill to reflect anticipated revenues. 4,797,000
2. Concurred Adjustments. House and Senate concurred with Governor on adjustments to various line items: Unemployment Insurance Agency increase of $22.6 million and 300 FTEs; JET reduced by $3.0 million; transfer of Retired Engineers Technical Assistance Program (RETAP) from Department of Environmental Quality - $2.0 million and 10.0 FTEs. 21,545,000
3. ARRA Funding. One-time ARRA funding is removed. (429,167,700)
4. Economic Adjustments. Governor, Senate, and House recommended economic adjustments. 8,748,400
Conference Agreement on Items of Difference
5. HAL Transfers. Executive Order 2009-36 transferred the State Historic Preservation Office and Subregional State Aid to Libraries for the Blind and Physically Handicapped. Conference included funding for these two programs and 34.0 FTEs. 4,161,500
6. Reductions. In order to meet targets, various lines were reduced: Welfare to Work - $400,000; Workers Compensation Agency - $1.6 million; Bureau of Fire Service - $485,200 from Governor, METRO Authority - $235,500. (2,701,500)
7. No Worker Left Behind. Governor maintained current year funding of $15.0 million GF/GP. Senate reduced funding to $6.6 million; House reduced to $5.0 million; Conference reduced to $4.5 million. (2,663,400)
8. Liquor License Fee Increase & Fund Shift. Governor increased retail liquor license fees and expanded hour sales. Senate did not include this new revenue. House included license fees. Conference concurred with Senate. 0
9. Michigan Occupational Safety and Health Administration (MIOSHA). Senate reduced the program by $100,000 as part of a proposal to retain the program to the Federal government. House concurred with Governor; Conference concurred with House. 0
10. State Office of Administrative Hearings and Rules (SOAHRs). Governor recommended adjustments that totaled $818,000 and 5.5 FTEs to realign staff and costs by Department. Senate concurred with changes but maintained 2.0 FTEs for Corrections. House concurred with Governor. Conference reinserted $348,000 for Department of Corrections. 1,166,100
11. Agriculture Economic Development. Senate created a new line item to fund an IDG to the Department of Agriculture. House did not include; Conference agreed to $300,000. 300,000
