[Please see the PDF version of this analysis, if available, to view this image.]
Senate Bill 911 (as reported without amendment)
Sponsor: Senator Michelle A. McManus
Committee: Appropriations
CONTENT
The bill would amend the Natural Resources and Environmental Protection Act to transfer certain responsibilities concerning the Community Pollution Prevention Fund from the Department of Environmental Quality (DEQ) to the Department of Natural Resources (DNR).
The Act requires the DEQ to spend interest and earnings from the Fund for pollution prevention grants, enter into contractual agreements with grant recipients, and prepare an annual report regarding the grants. The bill would refer to the DNR, rather than the DEQ, in these provisions.
The bill is tie-barred to Senate Bill 807, which would amend the Act to make the DNR the successor agency to the DEQ.
MCL 445.573f
FISCAL IMPACT
The bill would have a minimal fiscal impact independent of the fiscal impact of Senate Bill 807.
