Senate Bill 1047 (as introduced 12-18-09)
Sponsor: Senator Alan Sanborn
Committee: Reforms and Restructuring

Date Completed: 2-2-10

CONTENT

Senate Bill 1047 would create a new act to allow all public employers in Michigan to purchase employee health care coverage through the health care plan offered to State employees. Public employers would be defined as cities, villages, townships, counties, public authorities, local school districts, public school academies, intermediate school districts, community colleges, or public institutions of higher education. Under the bill, if any of these employers purchased employee health care through the health care plans provided to State employees, the employer would have to pay the full cost of this coverage to the State.
FISCAL IMPACT

The bill would have no fiscal impact on the State budget, as the bill would require the employers to pay the full cost of any health care coverage purchased through the State employee health care plan. There would be an indeterminate amount of savings for other public sector employers in Michigan who chose to purchase employee health care through the State employee plan. The actual level of these potential savings cannot be determined at this time.
