House Changes to Senate-Passed:
  1. 3.1% Overall GF/GP Reduction. The House version contained a 3.1% overall GF/GP reduction from various lines in the budget. Reductions were not taken in GF/GP appropriations where such a reduction would have led to a loss of Federal funds. (1,354,200)
2. State Forest Campgrounds. The Governor and Senate reduced appropriations for this program by $323,900 and 3.0 FTEs. The House restored the 3.0 FTEs and $240,000 GF/GP for the purpose of reopening the 12 State forest campgrounds closed by EO 2009-22. 240,000
3. Aquatic Nuisance Control Program. The House included funding and 1.0 additional FTE for this program which provides permits for applicants who wish to use pesticides and other forms of control on nuisance plants, algae, and bacteria. 84,600
4. Cormorant Population Control. The House included $50,000 in Game and Fish Fund dollars for control activities related to the State's cormorant population. 50,000
5. Fisheries Resources Management Program Reduction. The House reduced Game and Fish Fund Appropriations to this program. (50,000)
6. Aquifer Dispute Resolution Program. The Senate included a $100 placeholder for this program. The House did not include this placeholder. (100)
7. 3.0% Represented and Nonexclusively Represented Employees (NERE) Salary Increase. The Senate did not include funding for the 3.0% salary increase for represented and NERE employees. The House restored this funding; $8,598,800 Gross, $762,800 GF/GP. 8,598,800
8. Departmental Budgetary Savings. The House included a negative appropriation reflecting expected GF/GP savings within the Department. These savings are equal to the projected GF/GP cost of the 3.0% salary increase for NERE employees rejected by the Civil Service Commission. (277,300)

4. Out-of-State Training. The House restored a prohibition on this type of training in certain cases. (Sec. 225)
5. Refined Petroleum Fund. The House removed intent that RPF funds will be used only for LUSTS (Sec. 221 of S-1)
6. FTE Report. The House restored a quarterly report containing information on FTEs in pay status. (Sec. 233[1])
7. Expenditure Reports. The House restored a requirement to post expenditures on a public website. (Sec. 233[2])
8. Detailed FTE Report. The House restored a detailed annual report on FTEs within the Department. (Sec. 235)
9. Budgetary Savings. The House added language requiring that the negative appropriation in the budgetary savings line is satisfied by savings identified by the Department director. (Sec. 232)
10. Posting Expenditure Limit. The House placed a spending cap on Internet expenditure posting. (Sec. 234)
11. Fine Revenue Report. Requires the Department to submit a report on all civil and criminal fine revenue collected during the fiscal year. The Senate removed this language; the House restored it. (Sec. 227)
12. General Fund Lapse Report. The House restored a report on GF/GP that will lapse by program. (Sec. 228)
13. Best Available Retrofit Technology (BART). The Senate restored a requirement to use proven science and representative data when managing and regulating BARTs. The House removed this section. (Sec. 220 of S-1)
14. Great Lakes Water Quality Bond Report. The House restored a report on the uses of this bond. (Sec. 229)
15. Comparison Report. The House restored a report comparing environmental programs among states. (Sec. 230)
16. Permit Program Efficiencies. The House restored a report on potential efficiencies in air programs. (Sec. 231)
17. Museum Admissions. The House made changes which guarantee free museum admission for minors. (Sec. 306)
18. Restricted Fund Transfer. The House restored a transfer from the Solid Waste Management Fund (SWMF) Perpetual Care Account to the SWMF Staff Account. The amount was increased to $2.0 million from $1.5 million. (Sec. 407)
19. RPF Sites. The House added language listing the LUST sites to be funded in FY 2010-11. (Sec. 408)
20. Aquatic Nuisance Control (ANC). The House added language requiring $84,600 to fund this program. (Sec. 651)
21. Land Transactions Report. The House restored a section requiring a report on land transactions. (Sec. 308)
22. Timber Industry Meetings. The House added a new section requiring meetings with the timber industry. (Sec. 807)
23. Forest Campgrounds. The House added a new section requiring $240,000 be used to reopen 12 closed State forest campgrounds. (Sec. 808)
24. Porcupine Mountain Ski Hill. The House restored a section requiring that this ski hill not be closed. (Sec. 703)
25. Defibrillators in State Parks. The House restored requirements that defibrillators be kept in State Parks. (Sec. 704)
26. Contract Foresters. The House restored requirements to hire foresters to meet quotas. (Sec. 805)
27. Timber Sale Bidding Process. The House restored a report reviewing the bidding process. (Sec. 806)
28. Island Lake Shooting Range. The House restored a public notice requirement for this shooting range. (Sec. 902)
29. Scrap Tire Grants. The House restored a $100,000 grant for suppression of scrap tire fires. (Sec. 1004)
30. Technical Changes. The House changed three sections with technical changes. (Sec. 205, 305, 802)
