A bill to amend 1978 PA 368, entitled
"Public health code,"
by amending sections 17210 and 17241 (MCL 333.17210 and 333.17241),
section 17241 as amended by 1986 PA 174.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 17210. The board of nursing may issue a specialty
certification to a registered professional nurse who has advanced
training beyond that required for initial licensure and who has
demonstrated competency through examination or other evaluative
processes
and who practices in 1 of the following health profession
the
advanced practice nursing specialty fields:
field of nurse
midwifery, nurse anesthetist, clinical nurse specialist, or nurse
practitioner. Beginning 1 year after the certification of
administrative rules, the advanced training required under this
section for the advanced practice nursing specialty fields of nurse
midwifery, nurse anesthetist, clinical nurse specialist, and nurse
practitioner shall be from a nursing education program that is
accredited by the council on accreditation of nurse anesthesia
educational programs, the accreditation commission for midwifery
education of the American college of nurse-midwives, the national
league for nursing accrediting commission, the commission on
collegiate nursing education, or other national nursing
accreditation body approved by the board for that advanced practice
nursing specialty field.
Sec.
17241. (1) An institution seeking to conduct a nursing
education
program to prepare individuals for licensing shall apply
to
the board and submit evidence that it is prepared:
(a)
To carry out the minimum curriculum prescribed by the
board
in rules for the preparation of individuals for licensing.
(b)
To meet other educational and training standards
established
by the board under this article and the rules
promulgated
under this article. be accredited
by the national
league for nursing accrediting commission, the commission on
collegiate nursing education, or other national nursing
accreditation body approved by the board. For purposes of this
section, a nursing education program that is approved by the board
on the effective date of the amendatory act that added this
sentence meets the requirements of this section as long as that
program becomes accredited on or before December 31, 2015. The
board shall continue the review process for any nursing education
program that has been granted initial approval under this section
and, if approved, that program meets the requirements of this
section as long as that program becomes accredited on or before
December 31, 2015.
(2)
The board shall evaluate and may inspect the institution
and
its nursing education program and prepare a written report of
its
findings. The board, upon determining that requirements for a
nursing
education program are met, shall approve the program. A
nursing
education program approved by the board and in operation on
the
effective date of this part may continue as approved pending
further
action by the board. The board may accept accreditation by
a
national board or organization as a basis for approval under this
section.
(3)
After September 30, 1978, the board shall not approve an
educational
program for psychiatric attendant nurses or trained
attendants.
