House Changes to Senate-Passed:

 

  1.  Wildfire Protection Increase.  Both the Senate and House increased funding for Wildfire Protection.  The Senate provided an additional $1,450,000 in GF/GP.  The House removed $1.5 million in Forest Development Fund from the line, but replaced it with $3.0 million in GF/GP, resulting in a net increase of $1.5 million.

  2.  Forest Management Increase.  The House increased Forest Development Fund (FDF) appropriations to the Forest Management program by $1.5 million.  Excess FDF revenue was created by the shift detailed in Item 1.

  3.  Sustainable Forestry Initiative Placeholder.  The House included a $100 placeholder for this new program.

  4.  Increase Number of Conservation Officers.  The Governor and Senate included $2.9 million in ongoing GF/GP revenue and $600,000 in one-time GF/GP revenue for the hiring, training and outfitting of 25 new conservation officers.  The House did not include any funding for this purpose.

  5.  Replace Great Lakes Research Vessel.  The Governor and Senate included $2.0 million in one-time GF/GP revenue for the replacement of the DNR's current vessel, the Chinook.  The House did not include any funding for this purpose.

  6.  Information Technology Upgrades.  The Governor and Senate provided additional funding for upgrading internet bandwidth and wireless infrastructure.   The House did not include this funding.

  7.  Aquatic Invasive Species Specialist.  The Governor and Senate included $150,000 in GF/GP revenue for the hiring and support of a specialist to support the DNR's efforts to combat aquatic invasive species.  The House did not include this funding.

  8.  Grand River Waterway Study.  The Senate included $100,000 in GF/GP revenue for a depth study of the Grand River between Lake Michigan and Grand Rapids.  The House did not include this funding.

Changes from FY 2013-14 Senate-Passed:

  1.  IT Work Project Designation.  The Governor and Senate removed and House retained a section which designated IT appropriations as work a project. (Sec. 216 of House Bill)

  2.  Turkey Fund Report.  The Senate included a new section requiring a report on the use of the Turkey subfund of the Game and Fish Protection Fund.  (Sec. 505 of Senate Bill)

  3.  Swimmer's Itch.  The Senate included a new section requiring the DNR to create a pilot program at Higgins Lake to combat swimmer's itch.  (Sec. 506 of Senate Bill)

  4.  Water Control Structure Certification.  The Governor and Senate removed and House retained a section prohibiting the department from impeding the certification of water control structures.  (Sec. 602 of House Bill)

  5.  Grand River Waterway Study.  The Senate included a new section requiring that the DNR fund a depth study of the Grand River from Grand Rapids to Lake Michigan.  (Sec. 703)

  6.  Mine Collapse Emergency Funding.  The Governor and House removed and Senate retained a section allowing the DNR to spend up to $350,000 to cover costs related to a mine collapse on State land.  (Sec. 801 of Senate Bill)

  7.  Forest Resources Division Appropriations.  The House included a new section requiring certain amounts of appropriations in part 1 for particular line-items be paid from specific funding sources.  (Sec. 808 of House Bill)

  8.  OPEB Costs.  The Senate included a new section requiring the DNR to identify normal and legacy retirement costs for FY 15.
