Changes from FY 2012-13 Year-to-Date:

 

  1.  Conservation Officers.  The Governor and Senate included $2.9 million in ongoing GF/GP funding to hire 25 additional conservation officers.  An additional $600,000 in one-time GF/GP funding was included for training and equipping these officers.

  2.  Belle Isle Management.  The Governor included GF/GP funding for the DNR's duties under potential State management of Belle Isle.  The Senate rejected this item.

  3.  Summer Youth Initiative.  The Senate eliminated this program.

  4.  Wildfire Protection.  The Senate included additional GF/GP funding to support the DNR's efforts to control wildfires.

  5.  Grand River Waterway Study.  The Senate included GF/GP funding for a cost study of dredging the Grand River between Lake Michigan and Grand Rapids.

  6.  Increase Hunting and Fishing License Fees.  The Governor and Senate included additional funding reflecting the increase of hunting and fishing license fees.  Revenue from the fees would replace appropriation authority removed by Item 10 on this list, as well as support three new grant programs for game and fishing habitats.

  7.  Off-Road Vehicle License Fee Increase.  The Governor and Senate included additional funding reflecting the increase of ORV license fees.  These fees would increase from $16.25 per year to $26.25 per year with an additional $10 fee for users wishing to use State trails.

  8.  Replace Great Lakes Research Vessel.  The Governor and Senate included one-time funding to replace the Lake Huron Research Vessel Chinook

  9.  Aquatic Invasive Species Specialist.  The Governor included additional funding to support hiring an aquatic invasive species specialist.

10.  Reduce Excess Authorization.  The Governor and Senate removed excess Federal, private and restricted authorization to reflect revenues that are no longer available.

11.  Capital Outlay Adjustments.  The Governor and Senate removed some FY13 capital outlay projects and included new projects for FY14.  The Governor also included $9.4 million for emergency dredging, but this was not included by the Senate.

12.  Accounting and Information Technology Adjustments.  The Governor and Senate included additional funds to reflect increases in Accounting Service Center costs, as well as IT rate increases and the upgrade of wireless infrastructure and Internet bandwidth.

Changes from FY 2012-13 Year-to-Date:

  1.  Waterways Report.  The Governor removed and Senate retained a report on projects completed during the fiscal year.  (Sec. 223)

  2.  FTE Report.  The Governor removed and Senate retained a quarterly report on the number of funded FTEs in the Department.  (Sec. 233)

  3.  Department Scorecard.  The Governor included a new section requiring the Department to maintain a website containing a scorecard of agency metrics.  The Senate retained this section.  (Sec. 235)

  4.  Museum Admission Fees.  The Governor and Senate removed intent language stating that the Michigan Historical Museum could accept donations rather than charging admission if revenue was sufficient.  (Sec. 406)

  5.  Land Transaction Report.  The Governor removed and Senate retained a report on land transactions from the previous year. (Sec. 408)

  6.  Oil and Gas Lease Report.  The Governor removed and Senate retained a report on certain types of gas leases where acreage held in a producing unit is less than ¼ of the lease acreage.  (Sec. 409)

  7.  Invasive Species Order Report.  The Governor removed and Senate retained a required report on enforcement of the invasive species order issued on swine raised in Michigan.  (Sec. 503)

  8.  Cervid Fee Report.  The Governor removed and Senate retained a report on the use of Cervid registration and inspection fees. (Sec. 504)

  9.  Turkey Fund Report.  The Senate included a new section requiring a report on the DNR's efforts to improve and maintain turkey habitats.  (Sec. 505)

10.  Swimmer's Itch.  The Senate included a new section requiring the DNR to work with local officials to control Merganser duck populations to manage swimmer's itch.  (Sec. 506)

11.  Cormorant Report.  The Governor removed and Senate retained a report on Cormorant control.  (Sec. 603)

12.  Grand River Waterway Study.  The Senate included a new section requiring the appropriation for this study be spent on a depth study of the Grand River between Lake Michigan and Grand Rapids.  (Sec. 703)

13.  Abandoned Mine Emergencies.  The Governor removed and Senate retained a $350,000 emergency appropriation for abandoned mine collapses. (Sec. 801)

14.  Timber Marking.  The Governor removed and Senate retained two sections that prescribed minimum amounts of timber to be prepared for harvest, and that a sufficient number of foresters be hired to do so.  (Sec. 802 & 805)

15.  Horseback Interests.  The Governor removed and Senate retained a requirement that the DNR work with horseback interests. (Sec. 804)

16.  Emergency Contingency Fund.  The Governor included a new section that appropriates $800,000 from the Disaster and Emergency Contingency Fund for certain disasters.  The Senate included this section (Sec. 807)

17.  Snowmobile Law Enforcement.  The Governor removed criteria for how these grants are distributed.  (Sec. 901)

18.  Marine Safety Grant Report. The Governor removed and Senate retained a report on these grants and funds used for them.  (Sec. 902)

19.  ORV Trail Improvement Grants.  The Governor removed and Senate retained a requirement that at least $980,000 of these grants be used for new trails.  (Sec. 1002)

20.  Emergency Dredging Costs.  The Governor included a new section that would require any reimbursement from the Army Corps of Engineers for costs related to emergency dredging appropriations to be credited to the State Waterways Fund.  The Senate did not include money for dredging, but included this section.  (Sec. 1104 )

21.  OPEB Costs.  The Senate included a new section stating the intent of the Legislature that the department identify the amounts for certain retirement costs of each line item in FY 2014-15.  (Sec. 1202)
