MANDATED REPORTER; SCHOOL THREAT S.B. 1032:
SUMMARY OF INTRODUCED BILL
IN COMMITTEE
Senate Bill 1032 (as introduced 5-29-18)
CONTENT
The bill would create a new law to require the reporting of credible threats against public and nonpublic schools.
Specifically, an individual who was required to report suspected suspected child abuse or child neglect under Section 3 of the Child Protection Law also would have to report when he or she learned of a credible threat against a public or nonpublic school. The report would have to be made to a law enforcement agency immediately. (The individuals who must report suspected child abuse or child neglect under Section 3 of the Law include medical professionals, marriage therapists, licensed counselors, social workers, social service technicians, school administrators, school counselors or teachers, law enforcement officers, members of the clergy, and regulated child care providers.)
"Credible threat" would mean a verbal or nonverbal threat, or a combination of the two, including a threat delivered by electronic communication, that places the individual or group of individuals who are the target of the threat in reasonable fear for his or her safety, the safety of the group, or the safety of others, which threat is made with the apparent ability to carry out the threat to cause that harm. "Nonpublic school" and "public school" would mean those terms as defined in the Revised School Code.
The bill would take effect 90 days after its enactment.
