     A bill to amend 1974 PA 258, entitled

 

"Mental health code,"

 

(MCL 330.1001 to 330.2106) by adding section 111.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 111. (1) The department, in consultation with community

 

mental health services boards, behavioral health authorities, state

 

hospitals and training centers, individuals receiving services,

 

families of individuals receiving services, advocacy organizations,

 

and other interested parties, shall develop and update biennially a

 

6-year comprehensive state plan for behavioral health and

 

developmental services.

 

     (2) The comprehensive state plan shall identify the needs of

 

and the resource requirements for providing services and supports

 

to individuals with mental illness, developmental disabilities, or

 


substance use disorder in this state and shall propose strategies

 

to address these needs. The comprehensive state plan shall be used

 

in the development of the department's annual budget process.

 

     (3) Not later than 180 days after the effective date of the

 

amendatory act that added this section, the department shall

 

present the 6-year comprehensive state plan developed under

 

subsection (1) to the legislature.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
