on motor vehicles and motor vehicle fuels; to provide for the allocation of funds

Whereas, A 2017 study conducted by Cornell University showed that 67% of people with disabilities in Michigan were not working; and
Whereas, People with developmental disabilities in Michigan share with the rest of the state’s nearly 10 million residents the right to work in competitive integrated work environments with needed supports while making minimum wage; and
Whereas, It has been 75 years since Congress designated a week in October, which has culminated into National Disability Employment Awareness Month with the 2020 theme being “Increasing Access and Opportunity.”; and
Whereas, Every person should be seen for their ability, with valuable strengths and the potential to make important contributions to their local communities; and
Whereas, By promoting opportunities for all citizens with disabilities in Michigan, gaining individual integrated employment, and engaging businesses to value the contributions that employees with disabilities bring to their organization, we will enhance the employment landscape and enable Michigan to compete with other states to bring in high-demand businesses and jobs; and
Whereas,
Disability Employment Awareness Month is an appropriate time to recognize
Michigan’s employment accomplishments concerning persons with disabilities in
integrated environments and to make sure all of Michigan’s citizens with
intellectual and developmental disabilities are included; and

A resolution to declare October 2020 as Fire Prevention Month in the state of Michigan.
Whereas, Last year, home fires killed more than 102 Michigan citizens. According to the National Fire Incident Reporting System, fire departments throughout the state responded to over 13,000 home fires in 2019; and
Whereas, Cooking is the number one cause of home fires and home fire injuries. Scald burns are the second leading cause of all burn injuries, as hot liquids from coffee and even microwaved soup can cause devastating injuries. Unattended cooking is the leading cause of fires in the kitchen; and
Whereas, Michigan’s first responders are dedicated to reducing the occurrence of home fires and home fire injuries through prevention, protection, and education so families can take personal steps to increase their safety from fire in their homes; and Whereas, The 2020 Fire Prevention Month theme, “Serve up fire safety in the kitchen” effectively serves to educate the public about the importance of practicing safe cooking habits as a means to reduce fires and burns; now, therefore, be it

A resolution to declare October 2020 as Domestic Violence Awareness Month in the state of Michigan.
Whereas, According to the National Coalition Against Domestic Violence (NCADV), Domestic Violence Awareness Month was launched nationwide in October 1981 as a way to connect and unite individuals and organizations working on domestic violence issues and raise awareness for those issues; and
Whereas, NCADV defines domestic violence as the willful intimidation, physical assault, battery, sexual assault, and/or other abusive behavior as part of a systematic pattern of power and control perpetrated by one intimate partner against another. It includes physical violence, sexual violence, psychological violence, and emotional abuse; and
Whereas, Domestic violence impacts individuals in every community of our state, regardless of age, economic status, sexual orientation, gender, race, religion, or nationality; and
Whereas, Perpetrators of domestic violence intentionally engage in a pattern of behavior to exert coercive control in intimate partner relationships, violating the fundamental human rights of those they abuse; and
Whereas, The Michigan Coalition to End Domestic & Sexual Violence (MCEDSV) documented for the 2020 NNEDV National Census of Domestic Violence Services that MCEDSV member programs provided counseling, advocacy, shelter, and/or other forms of support for over 3,204 survivors during the 24-hour survey period, while additionally providing education and training for over 313 individual community members across our state; and
Whereas, While throughout the last four decades, much progress has been made to support domestic violence victims and survivors and to hold abusers accountable, continued awareness, education, and action are crucial to intervention in and prevention of domestic violence; and
Whereas, We must work together to educate our entire population about what can be done to prevent domestic violence, hold perpetrators accountable, support the individual and unique needs of survivors, and ensure that survivors are not re-victimized; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 2020 as Domestic Violence Awareness Month in the state of Michigan. We strongly support the efforts of national, state, and local partners, and every citizen to actively engage in public and private efforts to prevent domestic violence. We will take appropriate action and support one another to create a safer environment in order to help end domestic violence.

1. Amend page 2, line 13, by inserting:
“based on a serious threat of a highly infectious disease”.
2. Amend page 2, line 18, after “for” by striking out “both” and inserting “all”.
3. Amend page 2, line 20, by striking out all of subparagraph (ii) and inserting:
“(ii)
Both of the following limitations on the remote attendance of an absent member
of the public body:
(A) A requirement that the member attend
remotely from a location within the geographic area served by the public body,
except that a member hospitalized for necessary medical treatment may attend
remotely from a hospital located not more than 100 miles from that area.
(B) A requirement that the member attending remotely make a public announcement at the outset of the meeting, to be included in the meeting minutes, stating that the member is attending the meeting remotely and providing the physical address at which he or she is located. A member of a public body who intentionally makes a false statement under this sub-subparagraph is subject to the penalties provided for in section 12.”.
4. Amend page 5, line 5, by striking out all of subdivision (b) and inserting:
“(b) “Medical condition” means a highly infectious disease requiring self-quarantine or hospitalization substantiated in writing by an appropriate medical provider following the proper standard of care.”.

terminated on that basis alone.
(3) Compliance with this section is presumed. A person challenging a document or instrument described in and executed in accordance with subsection (1) may overcome the presumption by establishing, by clear and convincing evidence, that the signatory or a witness intentionally failed to comply with the requirements under subsection (1).” and by renumbering the remaining subsections.

Monitor Report
Attached you will find
the report as required by PA 268. Per the statute:
(7) Not later than March
30 of each year that the contract is in effect, and not later than September 30
of each year that the contract is in effect, the integrity oversight monitor
shall provide a detailed report to the governor, the department of technology,
management, and budget, the secretary of the senate, the clerk of the house of
representatives, and the chairpersons of the senate and house of
representatives committees on appropriations. The report shall contain all of
the following:
(a) Detail of the integrity
oversight monitor’s services during the 6-month period.
(b) Detail of the
integrity oversight monitor’s services over the duration of the contract.
(c) Details of findings
of malfeasance or inefficiency.
(d) Recommendations for
corrective actions by any governmental entities.
