CONTENT
The supplemental would provide fiscal year (FY) 2019-20 appropriations for the Department of Military and Veterans Affairs (DMVA) to restore Governor Whitmer's veto of funding for the County Veteran Service Fund. Funding was included in Enrolled Senate Bill 144, the FY 2019-20 DMVA budget, but the funding and the associated boilerplate language was vetoed by the Governor.
The amount vetoed was $4.0 million General Fund/General Purpose (GF/GP) for the County Veteran Service Fund line item. The supplemental would restore that funding and associated boilerplate language.
FISCAL IMPACT
The bill would provide $4.0 million GF/GP for the County Veteran Service Fund, a grant program designed to support the needs of county veteran service offices, created under Public Act 210 of 2018, and later amended under Public Act 514 of 2018. The program provides both base funding and competitive grants to county veteran services offices, depending upon appropriations received. For FY 2018-19, appropriations to the Fund totaled $4.2 million GF/GP.
FY 2019-20 BOILERPLATE LANGUAGE SECTIONS-PART 2
Sec. 201. General. Records amount of total State spending from State resources ($4.0 million) and payments to local units of government ($4.0 million).
Sec. 202. General. Subjects appropriations and expenditures in the article to the provisions of the Management and Budget Act.
Sec. 301. Department of Military and Veterans Affairs Requires that the appropriation in part 1 for County Veteran Service Fund be deposited to the restricted County Veteran Service fund and that those funds are available for expenditure to support county veteran service grants.
