CONTENT
The bill would amend the State Administrative Board Act to limit the amount of appropriations transferred by the State Administrative Board to the greater of either $125,000 or 3.0%, with a limit of $200,000. The bill would allow the Board to exceed those limits only upon approval of the House and Senate Appropriations Committees.
FISCAL IMPACT
The bill would have a neutral fiscal impact on the State, and an indeterminate fiscal impact on local units of government. The transfer limits that would be established under the bill would affect only the transfer of appropriations between appropriation line-items. Because transfers that may be performed by the State Administrative Board are zero-sum, the transfers, as well as the limits to the size of those transfers that would be established under the bill, have, and would have no fiscal impact to the State budget overall. From the perspective of individual programs, however, the limits established under the bill would prevent transfers that exceeded those limits that otherwise could have resulted in potentially significant programmatic impacts to the programs affected by those transfers.
The fiscal impact on local units of government is indeterminate, as the bill would limit the size of State Administrative Board transfers that could transfer funds to or from programs that provide payments or services to local units of government.
