CONTENT
The bill would amend Public Act 191 of 1982, which authorizes the Governor to declare a state of energy emergency, to require the Governor to notify the Legislature within 24 hours, instead of promptly, after the emergency order, proclamation, or directive is issued.
The Act allows the Governor to declare, by executive order or proclamation, a state of energy emergency upon notification of an impending energy emergency by the Energy Advisory Committee, or upon the Governor's own initiative if he or she finds that an energy emergency exists or is imminent. The Governor may issue an executive order, proclamation or directive having the force and effect of law to implement the Act. The Governor also must notify the Legislature promptly of an executive order, proclamation, or directive issued under the Act. Under the bill, the Governor would have to do so within 24 hours after it was issued.
