A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1531e.

the people of the state of michigan enact:

Sec. 1531e. (1) The superintendent of public instruction shall not approve a teacher preparation institution and its subject area specialty programs as provided under section 1538a or an alternative teaching program under section 1531i unless the teacher preparation institution or alternative teaching program offers instruction regarding all of the following to individuals who are enrolled in the institution or alternative teaching program in a K to 6 program; a special education program that provides for endorsements in emotional impairments, learning disabilities, teacher consultation, early childhood special education, or speech language impairments; a reading endorsement program; or a reading specialist endorsement program:

(a) Evidence-based instructional methods, features of evidence-based interventions, and structured language and literacy that are grounded in the science of reading for pupils that exhibit characteristics of dyslexia or difficulties in learning to decode accurately and efficiently.

(b) The characteristics of dyslexia and underlying factors that place pupils at risk for difficulties in learning to decode accurately and efficiently.

(c) The secondary consequences of dyslexia, such as problems in reading comprehension and a reduced reading experience that can impede the growth of vocabulary and background knowledge and that can lead to social, emotional, and behavioral difficulties.

(d) Instructional adjustments for pupils with dyslexia and instructional adjustments for addressing underlying factors that place pupils at risk for difficulties in learning to decode accurately and efficiently.

(e) Methods for developing schoolwide and classroom infrastructures that meet the collective and individual needs of pupils using a multi-tiered system of support (MTSS) framework.

(2) The superintendent of public instruction shall not approve a teacher preparation institution and its subject area specialty programs under section 1538a or an alternative teaching program under section 1531i that prepares individuals to teach in grades K to 12 in all subject areas unless the institution or alternative teaching program offers instruction regarding all of the following to those individuals:

(a) The characteristics of dyslexia and underlying factors that place pupils at risk for difficulties in learning to decode accurately and efficiently.

(b) Secondary consequences of dyslexia, such as problems in reading comprehension and a reduced reading experience that can impede the growth of vocabulary and background knowledge and that can lead to social, emotional, and behavioral difficulties.

(c) Instructional adjustments for pupils with dyslexia and instructional adjustments for addressing underlying factors that place pupils at risk for difficulties in learning to decode accurately and efficiently.

(d) Methods for developing schoolwide and classroom infrastructures to meet the collective and individual needs of pupils using a multi-tiered system of support (MTSS) framework.

(3) As used in this section, "dyslexia", "evidence-based", "multi-tiered system of support (MTSS)", "science of reading", and "structured language and literacy" mean those terms as defined in section 1280i.

Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 101st Legislature are enacted into law:

(a) House Bill No. 5937 (request no. 00675'21 **).

(b) House Bill No. 5934 (request no. 00684'21 **).

(c) House Bill No. 5935 (request no. 01371'21 **).
