A resolution to declare May 25, 2024, as Africa Day in the state of Michigan.

Whereas, Africa Day refers to the annual commemoration on May 25th that celebrates the founding of the Organization of African Unity (OAU), now known as the African Union, on that date in 1963; and

Whereas, Michigan is proud to recognize May 25 as Africa Day, in alignment with the global commemoration of the founding of the Organization of African Unity (OAU), now known as the African Union, on this day in 1963, and in acknowledgment of the long-lasting contributions of Black African descendants and Black migrant residents of the State of Michigan

Whereas, Africa Day offers us an opportunity to celebrate the rich heritage, diverse cultures, and significant contributions of Africa and its diaspora to the global community. Our state is home to approximately 42,000 immigrants from Africa and

Whereas, The state of Michigan values the deep historical ties and the vibrant cultural exchange between Michigan and the African continent, fostered by our diverse African community and

Whereas, The observance of Africa Day across Michigan promotes a greater understanding and appreciation of the African continent’s history, its current achievements, and its future potential, as well as the contribution of its migrant residents in the state; and

Whereas, Through educational programs, activities, and ceremonies, schools, communities, and organizations within Michigan are encouraged to explore and celebrate African cultures, histories, and contributions and

Whereas, In recognition of Africa Day, we call upon public officials, educators, librarians, and the citizens of Michigan to engage in appropriate programs, ceremonies, and activities that honor the spirit and the essence of this important day; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 25, 2024, as Africa Day in the state of Michigan. We encourage all to uplift and participate in programs, activities, and reflections on the contributions of the African continent and its people to our shared human story.

House Resolution No. 267.

A resolution to declare May 23, 2024, as Stop the Bleed Day in the state of Michigan.

Whereas, The “Stop the Bleed” campaign is a national awareness effort to educate people about the importance of bleeding control measures, encourage all Michigan citizens to participate in the initiative, and learn more about the importance of bleeding control measures; and

Whereas, Each year, more than 240,000 people die from traumatic injuries sustained as a result of events including motor vehicle crashes, falls, industrial and farm accidents, natural disasters, tragic mass casualty events, and violence; and

Whereas, Trauma is the leading cause of death in the United States for individuals under age 44 and the third leading cause of death overall; and

Whereas, The most common preventable cause of death in these situations is the loss of too much blood in the minutes before trained immediate responders arrive; and

Whereas, Bleeding control is best performed with use of tourniquets or direct pressure within the initial moments of trauma and anyone can be trained to act as an immediate responder to stop a life-threatening hemorrhage. Military experience has proven that bleeding control techniques result in reduced rates of death from a hemorrhage; and

Whereas, May 23 is National Stop the Bleed Day. The “Stop the Bleed” campaign is a call-to-action movement intended to cultivate grassroots efforts that encourage bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives; and

Whereas, Nearly four million people have participated in a “Stop the Bleed” training as of April 2024, learning the skills critical to save a life; and

Whereas, Providing Michigan citizens with the best chance of survival includes educating them with the knowledge and skills to perform immediate bleeding control and encouraging public places such as schools, churches, community centers, and businesses to equip bleeding control kits; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 23, 2024, as Stop the Bleed Day in the state of Michigan.

A resolution to declare May 20-27, 2024, as Michigan Beach Safety Week in the state of Michigan.

Whereas, The beautiful coastal and inland beaches of “The Great Lakes State” represent a world-renowned recreational resource; and

Whereas, Michiganders and visitors alike are drawn to these beaches by the millions each year for water and beach activities; and

Whereas, The aquatic environment has dangers, particularly rip currents, that can be effectively managed through public awareness and vigilance; and

Whereas, For reasons of public safety, an annual reminder of the joys and hazards associated with the aquatic environment are appropriate at the commencement of the busy summer beach season; and

Whereas, Michiganders and visitors alike must remember: Learn to Swim, Learn Rip Current Safety, Never Swim Alone, Designate a Water Watcher, Alcohol and Water Don’t Mix, Feet First Water Entry, Life Jackets Save Lives, Observe Signs & Flags, Beat the Heat & Block the Sun, and Be Aware of Water Temperatures; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 20-27, 2024, as Michigan Beach Safety Week in Michigan. We urge all residents using our beaches to enjoy themselves at the beach this year, while taking appropriate measures to protect themselves and their children.

Second Reading of Bills

Senate Bill No. 682, entitled

A bill to amend 1949 PA 300, entitled “Michigan vehicle code,” (MCL 257.1 to 257.923) by adding section 628b.

(The bill was read a second time, substitute (H-1) not adopted and bill postponed temporarily on May 14, see House Journal No. 42, p. 494.)

Rep. Slagh moved to amend the bill as follows:

1. Amend page 1, line 5, after “(2)” by striking out “Notwithstanding” and inserting “Subject to subsection (4) and notwithstanding”.

2. Amend page 2, following line 3, by inserting:

   “(3) Subsection (2) may be enforced on a highway only if the political subdivision described in subsection (1) in which the highway is located does either or both of the following:

   1. Places on the highway at every 2/10 of a mile a sign that detects and displays the speed of an approaching vehicle, bicycle, or other device.

   2. Provides to each individual using a vehicle, bicycle, or other device on the highway, on request and at no cost to the individual, a speedometer or other device that measures and displays the speed of the vehicle, bicycle, or other device.” and renumbering the remaining subsection.

The motion did not prevail and the amendments were not adopted, a majority of the members serving not voting therefor.
