“In the name of the Father, and of the Son, and of the Holy Spirit.

Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. Therefore whoever resists the authority resists the ordinance of God, and those who resist will bring judgment on themselves. For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? Do what is good, and you will have praise from the same. For He is God’s minister to you for good. But if you do evil, be afraid; for He does not bear the sword in vain; for He is God’s minister, an avenger to execute wrath on him who practices evil. Therefore you must be subject, not only because of wrath but also for conscience’ sake. For because of this you also pay taxes, for they are God’s ministers attending continually to this very thing. Render therefore to all their due: taxes to whom taxes are due, customs to whom customs, fear to whom fear, honor to whom honor.

O almighty and everlasting God, You govern all things in heaven and on earth with Your righteous right hand, establishing the eternal Kingdom of Your Son, Jesus Christ, by the grace of the forgiveness of sins, life and salvation accomplished for all men by His suffering and death upon the cross. In order that this grace may be proclaimed to all nations You have appointed men to carry forth this life-giving Gospel in Word and Sacrament. And that this salvation might be unhindered by men, You have appointed temporal authorities like this assembly that they may be a terror to evil conduct and praise those who do good. Grant, therefore, health and prosperity to all who are in authority, the president and congress of these United States, and especially the governor and legislature of this state, and to all those who make, administer, and judge our laws. Bestow upon this house the grace to rule according to Your good pleasure for the maintenance of righteousness and the hindrance and punishment of wickedness, that all the citizens whom they represent may lead quiet and peaceable lives in all godliness and honesty.

Finally, according to Your good pleasure, turn the hearts of our enemies and adversaries that they may cease their hostilities and walk with us in peace.

Through Jesus Christ, Your Son our Lord, Who lives and reigns with the You and the Holy Spirit, ever one God, world without end. Amen.”
