MCL 769.1k(9) requires the State Court Administrative Office to submit to the Legislature and Governor an annual report of court costs imposed on and collected from criminal defendants. The report for calendar year 2022 is posted here.
Until May 1, 2024, courts may impose costs in cases with a felony, misdemeanor, or designated juvenile conviction.

As the Chair of the State 911 Committee (SNC), I am pleased to present the Annual Report to the Michigan Legislature for the 2022 calendar year. Consistent with Section 412 of P.A. 32 of 1986, as amended, each year the SNC provides the Legislature with data about Michigan’s 911 systems as required by statute. This report also provides additional information which may be useful to you and the residents of Michigan, including an update on the steps taken to transition Michigan to Next Generation 911 (NG911).
In addition to the report, the SNC also
has statutory duties and responsibilities regarding 911 funding and best
practices for 911 systems in Michigan. The SNC and the State 911 Office (SNO)
have continued to provide support to all Michigan Public Safety Answering
Points (PSAPs) and Emergency Communications Centers. This past year, the main
focus has been reviewing and beginning to update the State’s 911 Strategic Plan
and coordinating the ongoing prepaid state 911 surcharge audit with the
Department of Treasury. In addition to these large projects still in progress,
the SNC created uniform membership guidelines for the SNC subcommittees,
created a taskforce to inquire on recent 911 network events, and make
recommendations as a result of the same. Some items the SNO has been working on
include successfully closing out the NG911 federal grant, updating the SNC
website to include a variety of resources, and coordinating interoperability
efforts between 911 and 988 in Michigan.
We continue to migrate the 911 system to a digital NG911 system. We have provided an outline of the status of NG911 in this report. By the end of 2022, all of Michigan, except for one county, has either signed an agreement with an IP-network provider or has fully deployed to a NG911 network. Our 911 centers remain vigilant to provide the utmost service to the residents and visitors of the great State of Michigan. The SNC and SNO continue to move the state forward to the next level of 911 technology. Please take a moment to recognize our state’s unwavering dedication to provide essential services for those who need it most.

Today I signed Enrolled Senate Bill 173, our budget to support public schools, intermediate school districts, community colleges, and public universities for the fiscal year ending September 30, 2024.
This budget puts Michigan students first and will help every kid “Make it in Michigan.” The budget includes the highest ever per pupil funding—that’s $9,608 for your child or grandchild no matter their zip code—and delivers additional support for special education, at-risk students, rural areas, and English language learners. To ensure that every kid builds a solid foundation for academic success and save families an average of $10,000 a year, the budget will take the first step toward Pre-K for All, creating 5,600 more free pre-K slots this fall, with thousands more on the horizon. Another game-changing win for kids and families in this budget is free breakfast and lunch for every public-school student—no matter what. This makes Michigan the 7th state in the nation to offer every kid free breakfast and lunch, which will save families over $850 a year in grocery bills and valuable time every morning. Free meals also means that kids can focus on learning in class with a full belly. Finally, to further care for our children’s comprehensive well-being, the budget makes record investments in student mental health and campus safety.
The budget delivers for students and families, but we also know that academic success hinges on the qualified professionals who work in our schools. That’s why the budget provides a tuition-free pathway for thousands more Michiganders to become certified teachers and pays our student teachers, so they are incentivized to stay on the path to the classroom. It also supports current educators by helping them pay their student loans and expands professional learning opportunities, including peer teacher mentoring. To ensure that all these improvements last, we are depositing $450 million into a new rainy-day fund to help ensure the long-term financial stability—and continued success—of our public schools.
