HB5999 Amendment No.1

Rep. Young offered the following amendments to House Bill No. 5999:
1. Amend page 4, following line 13, by inserting:
"(d) During the first 4 weeks immediately following the initial declaration of a public health emergency involving an epidemic under section 2253.
(e) For 2 consecutive hours immediately following the end of a registered professional nurse's regularly scheduled shift if all of the following are met:
(i) The nurse cannot be relieved due to the unexpected absence of the oncoming registered professional nurse intended to relieve the registered professional nurse.
(ii) The unexpected absence described in subparagraph (i) was discovered at or within 1 hour before the commencement of the oncoming scheduled shift.
(iii) The unexpected absence described in subparagraph (i) could not have been prudently planned for by the hospital and it could significantly impact patient safety.".
2. Amend page 5, line 17, after "include" by inserting "a public health emergency described in subsection (3)(d) or".
3. Amend page 5, line 25, after "effect" by striking out the balance of the enacting section and inserting "on July 1, 2025.".
