Lord, we come to You this day, a wonderful day of Your creation, and ask for a blessing upon this Senate Chamber. Lord, we ask for Your hand of guidance as we do Your work and the people’s work on behalf of our state. Also, Lord, may Your presence be with those who are among us who may be suffering loss and illness in their families. May You wrap Your caring, loving arms around them in their time of need. Lord, bless this day that You have made. Amen.

 

The Assistant President pro tempore, Senator Geiss, led the members of the Senate in recital of the Pledge of Allegiance.

Today, my office is saying farewell to Maddie Cutler, who has been our scheduler and administrative assistant for almost a year. She’ll be staying close by, so we’re grateful for that. Maddie has always been a smiling face and someone who will go the extra mile to do whatever needs to be done.

A bill to prescribe the rights and duties of parties to telephone solicitation sales; to regulate certain telephone solicitations; to provide for the powers and duties of certain state governmental officers and entities; to prohibit certain conduct; and to prescribe civil sanctions, penalties, and remedies.

A bill to amend 1976 PA 331, entitled “Michigan consumer protection act,” by amending section 3 (MCL 445.903), as amended by 2022 PA 152.

Senate Bill No. 354, entitled

A bill to amend 1971 PA 227, entitled “An act to prescribe the rights and duties of parties to home solicitation sales; to regulate certain telephone solicitation; to provide for the powers and duties of certain state officers and entities; and to prescribe penalties and remedies,” by amending the title and sections 1 and 3 (MCL 445.111 and 445.113), the title as amended by 2002 PA 612, section 1 as amended by 2009 PA 93, and section 3 as amended by 2006 PA 138; and to repeal acts and parts of acts.

The bill was read a first and second time by title and referred to the Committee on Finance, Insurance, and Consumer Protection.

Senate Bill No. 355, entitled

A bill to repeal 1913 PA 206, entitled “An act to declare telephone lines and telephone companies within this state to be common carriers; to regulate the telephone business; to confer certain powers, duties, and responsibilities on the public service commission; to provide for the consolidation of telephone lines and telephone companies; to prohibit certain uses of telephone lines and telephone equipment; to regulate persons using telephone lines and telephone equipment; to prescribe a penalty for the violation of this act; and to repeal certain acts and parts of acts on specific dates,” (MCL 484.125).

The bill was read a first and second time by title and referred to the Committee on Finance, Insurance, and Consumer Protection.

Senator Singh moved that the Senate resolve itself into the Committee of the Whole for consideration of the General Orders calendar.

The motion prevailed, and the Assistant President pro tempore, Senator Geiss, designated Senator Polehanki as Chairperson.

After some time spent therein, the Committee arose; and the Assistant President pro tempore, Senator Geiss, having resumed the Chair, the Committee reported back to the Senate, favorably and without amendment, the following bills:

Senate Bill No. 156, entitled

A bill to amend 1975 PA 46, entitled “An act to create the office of the legislative corrections ombudsman; to prescribe the powers and duties of the office, the ombudsman, the legislative council, and the department of corrections; and to provide remedies from administrative acts,” by amending sections 1, 4, 5, 7, 11, 12, 13, and 14 (MCL 4.351, 4.354, 4.355, 4.357, 4.361, 4.362, 4.363, and 4.364), sections 1 and 7 as amended by 1998 PA 318, sections 4, 5, and 13 as amended by 2018 PA 571, section 11 as amended by 1995 PA 197, and section 12 as amended by 1982 PA 170.

 

 

Senate Bill No. 46, entitled

A bill to amend 1976 PA 399, entitled “Safe drinking water act,” by amending sections 2, 3, and 15 (MCL 325.1002, 325.1003, and 325.1015), section 2 as amended by 1998 PA 56 and section 15 as amended by 1993 PA 165.

The bills were placed on the order of Third Reading of Bills.

 

 

The Committee of the Whole reported back to the Senate, favorably and with a substitute therefor, the following bill:

Senate Bill No. 157, entitled

A bill to regulate pet cemeteries; to regulate the sale of pet cemetery merchandise and services; and to prescribe penalties and remedies.

Substitute (S-2).

The Senate agreed to the substitute recommended by the Committee of the Whole, and the bill as substituted was placed on the order of Third Reading of Bills.

 

 

The Committee of the Whole reported back to the Senate, favorably and with amendment, the following bill:

Senate Bill No. 229, entitled

A bill to amend 1933 PA 167, entitled “General sales tax act,” by amending section 2d (MCL 205.52d), as added by 2019 PA 143.

The following is the amendment recommended by the Committee of the Whole:

1.  Amend page 4, line 1, after “(b)” by striking out “Subject” and inserting “For qualified delivery network sales made on and after the effective date of the amendatory act that added this subdivision and subject”.

The Senate agreed to the amendment recommended by the Committee of the Whole, and the bill as amended was placed on the order of Third Reading of Bills.
