Senator Roger Victory of the 31st District offered the following invocation:

Lord, we come to You on this beautiful fall morning to give You thanks. Lord, may Your hand be upon this chamber as we do the work on behalf of the people of the great state of Michigan. And, Lord, also to keep in mind if there are any members here who may have special needs, may Your hand of guidance be upon those too. This we ask in Your name. Amen.

 

The Assistant President pro tempore, Senator Cherry, led the members of the Senate in recital of the Pledge of Allegiance.

 

 

Motions and Communications

 

 

Senator Theis moved that Senators Daley, Lauwers, Damoose, Nesbitt and Hauck be temporarily excused from today’s session.

The motion prevailed.

 

Senator Theis moved that Senator Johnson be excused from today’s session.

The motion prevailed.

 

Senator Singh moved that Senators Anthony, Brinks, Camilleri, Chang, Geiss, Irwin, Polehanki, Santana, Wojno, McMorrow and Moss be temporarily excused from today’s session.

The motion prevailed.

 

Senator Shink entered the Senate Chamber.

 

 

Recess

 

 

Senator Singh moved that the Senate recess subject to the call of the Chair.

The motion prevailed, the time being 10:04 a.m.

 

10:59 a.m.

 

The Senate was called to order by the Assistant President pro tempore, Senator Geiss.

 

During the recess, Senators Hauck, Anthony, Irwin, Chang, McMorrow, Polehanki, Moss, Wojno, Geiss, Damoose, Camilleri and Brinks entered the Senate Chamber.

 

 

Senator Singh moved that rule 2.106 be suspended to allow committees to meet during Senate session.

The motion prevailed, a majority of the members serving voting therefor.

 

 

Recess

 

 

Senator Singh moved that the Senate recess until 12:30 p.m.

The motion prevailed, the time being 11:00 a.m.

 

The Senate reconvened at the expiration of the recess and was called to order by the Assistant President pro tempore, Senator Geiss.

 

During the recess, Senator Santana entered the Senate Chamber.

Senator Singh moved that the Senate recess subject to the call of the Chair.

The motion prevailed, the time being 12:31 p.m.

The Senate was called to order by the President pro tempore, Senator Moss.

 

During the recess, Senators Daley, Nesbitt and Lauwers entered the Senate Chamber.

 

 

Senator Singh moved that the Committee on Appropriations be discharged from further consideration of the following bill:

House Bill No. 4161, entitled

A bill to make, supplement, adjust, and consolidate appropriations for various state departments and agencies and the judicial branch for the fiscal year ending September 30, 2026 and for various state departments and agencies for the fiscal year ending September 30, 2024; to provide for certain conditions on appropriations; and to provide for the expenditure of the appropriations.

The motion prevailed, a majority of the members serving voting therefor, and the bill was placed on the order of General Orders.

 

 

Senator Singh moved that the rules be suspended and that the following bill, now on General Orders, be placed on the General Orders calendar for consideration today:

House Bill No. 4161

The motion prevailed, a majority of the members serving voting therefor.

 

 

Senator Singh moved that when the Senate adjourns today, it stand adjourned until Wednesday, October 1 at 12:30 a.m.

The motion prevailed, the time being 11:54 p.m.
