Elections; petitions; limitation on number of petition signatures from any congressional district; provide for, and require petition circulator for constitutional amendments, initiatives, and referendums to indicate if he or she is paid or a volunteer. Amends secs. 471, 477, 479, 482 & 544d of 1954 PA 116 (MCL 168.471 et seq.) & adds secs. 482a, 482b, 482c & 482d.
